What if I can't afford to pay for Support at Home?

Most people know that under the new Support at Home program, they may need to contribute to the cost of their aged care. 

One of the most common questions we hear is: “What if I can’t afford it?” 

The good news is, the government has confirmed that financial hardship assistance will be available for people who are genuinely struggling. 

Here’s what you need to know — and how to apply for support if you need it. 

Who’s eligible for Financial Support Under Support at Home?

If you’re already receiving home care, your eligibility depends on when you started: 

  • Before 1 July 2014: You weren’t eligible for hardship support before, but from 1 November 2025, you’ll be able to apply under Support at Home if you’re struggling to pay. 
  • On or after 1 July 2014: You may already receive some fee assistance, and you’ll still be able to apply for hardship support under the new program. 
  • Already approved for hardship: Your support will carry over automatically when you move to Support at Home. Just check your approval letter for the expiry date so you know when to reapply. 

If you're new to Support at Home from 1 November 2025, you can apply for hardship support through Services Australia to help cover your contributions to: 

  • Independence services (e.g. personal care, home modifications) 
  • Everyday living services (e.g. cleaning, meals, social support) 

If your application is approved, you’ll be told how much you need to pay, how long the support will last, and whether a cap applies to your costs. 

What is Hardship Assistance under Support at Home? 

Hardship assistance is government support for people who are unable to pay their aged care fees due to circumstances beyond their control.  

If approved, the government will cover part or all of your care contributions, so you don’t have to go without essential services. 

Each application is reviewed on a case-by-case basis, with your income, assets, and living costs all taken into account.  

The application process will remain the same under the new Support at Home system. 

What help can I get with Financial Hardship Assistance? 

If you're approved for hardship assistance, it may help with: 

  • Basic daily fees
  • Income-tested care fees 
  • Contributions to independence and everyday living services under Support at Home 

These payments go directly to your aged care provider, so your care can continue without disruption. 

What happens during the Financial Hardship Application process? 

You will not be required to make contributions while your hardship application is being assessed. 

However, if your application is unsuccessful, Services Australia might require you to pay the full amount of your regular contribution. 

That’s why it’s important to apply early and make sure your paperwork is complete.
