When?
From 1 November 2025, the Support at Home program replaced Home Care Packages and Short-Term Restorative Care.
Who is affected?
Anyone receiving home care funding, on the waitlist or entering the system, will now be part of the new funding rules & scheme.

5 Important Changes about Support At Home

Care management fees have been reduced & you no longer pay package management fees.
Now, you pay an all-inclusive hourly rate for each service, with the net result being more service hours for most participants.
You can receive up to $78K each year with up to 8 levels of funding now available.
You may also receive up to
- $15k for Assistive Technology
- $15k for Home Modifications
- $12k for Restorative Care; and
- $25k for End of Life supports
Clinical, Independence & Daily Living are new service categories – each with different fees.
Clinical services are paid in full by your home care funding, but you will make some payment for Independence & Daily Living services depending on whether you are a full pensioner, part pensioner or self-funded retiree.
From 1 November all participants will pay towards the cost of home support services
However, the rules are different depending on whether you are:
- A Grandfathered participant - if you had a Home Care Package or were approved for one before 12 September 2024 you won't need to pay fees any under Support At Home if you weren't already. If you were paying some fees you, you'll be no worse off.
- A Transitional participant - if you were approved for a home care funding after 12 Sept 2024 and before 1 July 2025, you transition to the new Support at Home scheme and be required to pay some fees towards your care.
A simpler pathway for funding applications
The new system simplifies aged care navigation for by providing a single, consistent assessment process, even as needs may evolve. Start by registering with My Aged Care and requesting an assessment.
